The current process of creating articles suffers from historical, procedural and usability problems. <br />
<br />
Notability: The way that people define and imagine worthiness of a topic, and the kinds of primary sources which they think would would justify it, differ from the secondary and tertiary sources which are the bread and butter of Wikipedia notability and citations. In an encyclopedia with nearly 5 million articles in English, and most traditional encyclopedic topics already covered, most new article proposals are about people, companies, and less-notable topics. <br />
<br />
Process: The process of using Wiki syntax is confusing and should not be the barrier to entry for introducing short, legitimate topics. The typical formula for various article types is elusive. The process of creating an AfC, or making a new page that could quickly enter deletion proceedings is mired in obtuse and user interface, overwhelming bureaucracy, excessive, often-contradictory regulations, and inconsistent application of rules depending on the whims and biases of the editors reviewing AfC or pursuing deletion, and a feedback style that would seem harsh and arrogant to most outsiders. It's much easier for an editor with AFCH to click a few buttons to decline a new article (~10 seconds) than it is for a new user to laboriously attempt to create an articles (hours). Review and re-review tends to involve different editors, confusing new authors with mixed messages. <br />
<br />
COI vs. NPOV: Editors are trigger-happy to throw indefensible COI claims, so editors go underground, and a disproportionate number of new articles are submitted by single-use accounts which attempt to cloak the association of the author. Moreover, the bureaucracy is to dense that many resort to hiring marketing firms, and a cottage industry of sycophantic marketing freelancers who ghostwrite or post. The reality is that for most new topics, which are not nobel prize winners, fortune 500 companies, or incredible famous topics, the only (and often the the best champion) to create those new articles is affiliated with the topic. Instead useful feedback could lessen the need for hiring consultants, and focusing on NPOV would be more productive than focus on COI. <br />
<br />
Copyrights: It is difficult and confusing for authors to know how to turn over their text content or images for CC Attribution-ShareAlike use. A good example might be repurposing part of a scholarly article (which the author owns) or thesis. <br />
<br />
This workshop would try to re-envision a new-article process as more of a multistep process, rather than cycles of submission/rejection. The interface would better matches the expectations, needs and circumstance of new authors, encourage transparency and honesty, acknowledge the de-centralized nature of AfC/AfD review, and the fact that most articles are rejected the first time. The process could be more iterative by design, starting with a notability claim/test (e.g., a 1 paragraph application which attempts to establish notability with 1-5 key citations), clear and simple tutorials which meet 90% of the common mistakes, and 90% of needs, and an iterative process that reviews the idea and coaches the author over a period of days or 1-2 weeks (which would actually be faster in the end), also triaging inappropriate topics a lot earlier in the process. The goal would be to get good-enough, short Class-C articles into the system, with less frustration and disillusionment from new authors, and less burden on editors. While at the same time, discouraging inappropriate submissions earlier in the cycle. <br />

Once we become a vehicle for promotion, we're useless as an encycopedia. We have many rules to try to prevent it: they are not effective. The publicly perceived increase in the importance of Wikipedia inevitably increases the pressure for people and organizations to have an article. This has been evident from the beginning, and the indistinguishability of Wikipedia articles on organizations and other topics from press releases has been there from the start. But the rise of individuals and firms offering paid editing services is relatively recent, and the result has been a flood of unacceptable articles on unacceptable topics. The justification for a notability requirement is partially in order to look like a conventional encycopedia , but even more to decrease the number of articles which would not be written by NPOV editors. We have been dealing with this by:<br />
* screening articles at New PagePatrol and AfC,<br />
* searching for an eliminating sockpuppets, <br />
* centralized action against the most visible and obnoxious groups of undeclared paid editors.<br />
None of this has been adequate. While nothing will solve the problem completely (at least if we insist upon maintaining the principle of anonymous editing), we can do it better. Current and proposed initiatives include:<br />
* Increasing the quality of reviewing at NPP and AfC, by requiring increased experience and removing those doing it poorly<br />
* Requiring new users to go through the Article Wizard and AfC procedures<br />
* Increasing the notability standard for certain types of articles <br />
* Combining the AfC and NPP pathways and eliminating loopholes to ensure articles are not missed <br />
Substantial improvement will however require non-technical steps. The most critical include:<br />
* Effective outreach to prospective subjects about the inadvisability of using paid editing services<br />
* The much closer monitoring of declared paid editing to improve its quality, or--if practical--its abolition entirely<br />
* The determination of experienced wikipedians to remove promotional articles at deletion processes<br />
* Willingness of NPOV editors to work on commercial topics. <br />

There are several routes by which new editors can write articles on Wikipedia, and none of them work well. The traditional route is that they just write an article, and it goes into the New Pages list, where it is patrolled. The purpose of this is basically to screen out the unacceptable articles. When this was the only route, about half of all articles submitted were not accepted--some immediately removed by speedy deletion, some by one-week Proposed deletion, some by discussions at Articles for Deletion. Of the articles from new editors, the proportion rejected was much higher. Normally no help is given, just a curt notice on their user talk page and a tag on the article,; only at AfD is there a chance of discussion, and the attitude there is generally rather hostile. New editors can also write in user space, and then move articles into mainspace; generally, such articles have escaped any patrol, and may or may not get noticed. <br />

The newer procedure of Articles for Creation was designed so people can comment on the new submission, and the contributors revise them. Unfortunately this is almost always done by a form notice, which may or may not correspond to the problem, and gives only very general ideas for improving it. Many rejections are for minor problems, or problems that do not exist. The notice comes several weeks or months later, usually the editors never return, and the articles get deleted after 6 months. Very few articles get approved and accepted, except those written by experienced editors using this route. The current figure for all editors is between 10 and 20%. <br />

There are some parts of the system that do work well: the articles for creation help desk usually give sensible advice from the few people helping there, and there are a very few people screening old submission to catch them most important ones that could be rescued. The new Draft namespace could let us start again, but is more likely to be used to just reproduce the failed systems with minor changes. The system being adopted to permit only editors with at least some experience to review should decrease the proportion of bad reviews. But there is no way of making real improvements without giving personal and specific help by experienced people.This takes effort and time, but it's the most critically important place a skilled editor can work at WP: our survival depends on continually getting and keeping new editors. <br />
