Online harassment is a problem on virtually every web site where users interact. In 2017, the Pew Research Center concluded that 41% of all internet users have been the victim of online harassment.<ref><Pew>{{Cite web|url=http://www.pewinternet.org/2017/07/11/online-harassment-2017/|title=Online Harassment 2017|last=Duggan|first=Maeve|date=2017-07-11|website=Pew Research Center: Internet, Science & Tech|accessdate=2017-07-25}}</></ref> In 2015 the Wikimedia Foundation conducted a [[meta:Research:Harassment survey 2015|Harassment Survey]] with 3,845 Wikimedia user participants to gain deeper understanding of harassment occurring on Wikimedia projects. 38% of the respondents confidently recognized that they had been harassed while 51% of respondents witnessed others being harassed. In Wikimedia's [[meta:Community Engagement Insights/2016-17 Report|2017 Community Engagement Insights Report]], it was found that 31% of all 4,500 survey respondents felt unsafe in any Wikimedia online or offline space at any time during their tenure, 49% of 400 users avoided Wikimedia because they felt uncomfortable, and 47% of 370 users indicated that in the past 12 months they had been bullied or harassed on Wikipedia. Furthermore, 60% of people who reported a dispute to functionaries say their issue was "not at all resolved" and 54% called their interaction with functionaries "not at all useful." <br />

The Wikimedia Foundation Anti-Harassment Tools team is building technical tools that help contributors and administrators to make more timely and better informed decisions when harassment and abuse occurs. The Wikimedia Foundation Trust & Safety team is working Wikimedia communities to ensure their user conduct policies are clear and effective, and administrators a well prepared to enforce policy. <br />
<br />
The English-language Wikipedia community (and most other Wikimedia projects) have conduct policies for their communities to follow including policies on civility, harassment, personal attacks, and dispute resolution with established processes and workflow to address these them. The introduction of new or improved technical feature may introduce the need for Wikimedia communities to review and rewrite existing policy, processes, and workflows. <br />

This workshop will review the tools that are already built by AHT to address harassment and abuse on Wikimedia websites. Additionally, this workshop will kickoff a community wide discussion about how the new and forthcoming tech improvements to software could potentially alter on wiki processes and workflows, and therefore generate the need for updated or new policies. <br />

Anyone may join for a beginner's introduction to the infrastructure of civility in Wikimedia projects. The focus will be on the workflow of keeping safe spaces in Wikimedia's online and in-person spaces. While individuals personally handle some tasks, many aspects of Wikimedia friendly space are a result of infrastructure built into the design of the Wikimedia user experience.<br />

Presenter Megan Wacha will share Wikimedia NYC's new initiative to establish a model for reporting, identifying, documenting, and addressing harassment issues in the Wikimedia community that does not happen on a Wikimedia project. Wikimedia NYC programming includes edit-a-thons, lectures, course workshops, and a monthly salon and skill-share, and while most of these events provide a fun and welcoming environment, there are inevitably moments of discord. Sometimes these are minor disagreements that can be adequately handled by chapter leadership. At other times, members are subject to harassment and abuse. Wacha will provide a brief history of harassment in Wikimedia NYC, and then detail its work with an external consultant to address them, including a newly revised Code of Conduct and training for board leadership.<br />

Presenter Lane Rasberry briefly describes some past research in Wikimedia civility. Following this, he presents "[[:meta:University of Virginia/Machine learning to predict Wikimedia user blocks|Machine learning to predict Wikimedia user blocks]]" an ongoing research project by graduate student researchers from the Data Science Institute at the University of Virginia. In this project students seek to use machine learning to automate the detection of civility problems to flag for further human review.<br />

;Abstract: When harassment or abuse happens between Wikimedians, users can report the misconduct to wiki leadership (other experienced users, administrators, and in extreme cases stewards or Wikimedia Foundation staff) in a variety of ways: on wiki talk pages, via email, or via IRC or another off-wiki communication channel. Most wikis have established noticeboards to report cases that require attention or suggested email lists for sensitive reports that require privacy.<br />

The WMF's Anti-Harassment Tools team is exploring ways to empower admins to moderate problematic users without resorting to an entire site ban or block. English Wikipedia (and many other wikis) have organized communities policies around page and topic bans, which are formal prohibitions assigned to problematic users, prohibiting them from editing a specific page or collection of pages. <br />

These bans are socially enforced and are easy to skirt. We are exploring the idea of building software inside MediaWiki to actually enforce these bans and need user input to help guide our feature designs!<br />

Harassment is an ongoing problem on Wikipedia, particularly for editors from marginalized groups, including women, people of color, and members of the LGBT+ community. Vandalism of user pages can be particularly damaging to such people. An idea was submitted to the Spring 2016 Inspire campaign to [https://meta.wikimedia.org/wiki/Grants:IdeaLab/Protect_user_space_by_default protect user pages by default] from editing by anonymous and new editors. The proposal gained significant support, and was developed into a [https://en.wikipedia.org/wiki/Wikipedia:Requests_for_comment/Protect_user_pages_by_default Request for Comment], which reached consensus for semi-protection. The user page protection was implemented by means of an [https://en.wikipedia.org/wiki/Special:AbuseFilter/803 edit filter] on the English Wikipedia in November 2016.<br />

This presentation will discuss the motivation for and thoughts behind this process from the viewpoint of the proposer, Funcrunch, a member of multiple marginalized groups. Comparisons will be drawn to harassment in other Internet communities. Arguments for and against user page protection will be analyzed, and examples of attempted vandalism that have been prevented by the edit filter will be examined.<br />
